Hartland 2021 Grievance Hearings Results

Conducted at the Listers' Office in Damon Hall, the 2021 Grievance hearings were held remotely with an in-person meeting option made available. The platform used by the Board of Listers for these remote hearings was Microsoft Teams.  This is the same platform used for Hartland’s 2020 Grievance Hearings and like last year, the hearings were recorded. For access to these videos, please contact the Listers. The Chair of the Board of Listers, Stacey Bradley, presided over all the hearings. Lister, Cheyenne Latimer, the Secretary of the Board, was present at all the hearings. Lister, Bob Quaderer, attended all the hearings except for the hearing held on Tuesday, June 22 at 6:00 p.m.  The Hearings were called to order at 9:01 a.m. on Friday, June 18, 2021.  At the start of each hearing, the property was identified with a brief description read by Chair Stacey Bradley. The Board of Listers then confirmed and verified any and all materials submitted by the property owner including a grievance application.  Introductions and acknowledgement of all those that were present at each individual hearing was done and entered into meeting record.  Each property owner or representative was then given 20-30 minutes to state their grievance, present their case, make any necessary clarifications, and ask any questions.  The Listers asked questions as needed and where appropriate, requested permission to visit the property for an inspection. A total of 7 (seven) property inspections were scheduled and conducted.  All three listers, Stacey, Cheyenne and Bob conducted one (1) site inspection on Monday, June 21, 2021.  Stacey Bradley and Cheyenne Latimer conducted five (5) site inspections on Tuesday, June 22, 2021.  There were a total of fifteen (15) grievance hearings that were held over the course of four (4) days.  Grievances wrapped up on Wednesday, June 23, 2021.  On that day, with no further submissions or grievances to be heard, Cheyenne Latimer moved the motion to conclude and adjourn the 2021 Grievance Hearings. Bob Quaderer seconded the motion. A roll call vote was taken and the motion passed unanimously thus concluding and adjourning the 2021 Grievance Hearings meeting at 10:29 a.m. on Wednesday, June 23.  The Board immediately moved to enter executive session in order to begin deliberations which took place starting Thursday, June 24, 2021 and continued through to Friday, July 2, 2021.  During this deliberative executive session continuance period there were three (3) properties that were discovered to have errors of their assessment.  These properties were processed along with the other Grievances so as to correct the errors while it was still in the purview of the Board to do so.  All the members of the Board were involved in determining the results of grievance.  The decisions were unanimously accepted with no abstentions or objections. On July 2, 2021, the Hartland Board of Listers lodged the 2021 As Billed Grand List with the Town Clerk and the Result of Grievance Notices were mailed out by certificate of mailing the same day.  Any property owner not satisfied with the final decision of Board of Listers after their grievance may appeal to the Board of Civil Authority.  That appeal must be submitted in writing and delivered to the Town Clerk within fourteen (14) days from the July 2, 2021 date of the Result of Grievance Day Appeal mailing.  For more information regarding that process, please contact the Town Clerk's Office.

This brings an end to the 2021 Grievance period. With the exception of a change of value allocation due to the filing of a Homestead Declaration or the State making a Current Use change, no further grievances can be heard for this Grand List year per Vermont State statute.  If you believe your property list is in error, it needs to be brought to the Listers attention before December 1st. Subject to the judgement of the Board of Listers, it may then be considered for an Errors and Omissions amendment to the Grand List and submitted to the Select Board for approval.  After December 1st, no more Errors and Omissions will be made for the current Grand List year and will have to wait to be considered for the following year's Grand List and grievance period.
