Certificate of Name Change
If you have changed your legal name and wish to record a Certificate of Name Change, please fill out the Certificate of Name Change form and submit it to the Clerk's Office with $15 for recording fees. The form can be downloaded here
Dog Licenses
All dogs 6 months of age must be licensed by April 1. The fee is $11.00 for neutered/spayed and $15.00 for intact dogs registered before April 1. A $2.00 late penalty for neutered/spayed dogs and a $4.00 penalty for intact dogs is applied after April 1. In order to be registered, dogs must have a current rabies certificate that is on file at the Town Clerk's Office.

Green Mountain Passports
Green Mountain Passport is a discount program for seniors and veterans. Holders of the passport gain free admission to VT State Parks (overnight camping and other park fees are excluded) and VT State Historic Sites.
To be eligible for a passport, a person must be:
a legal resident of Vermont and the municipality where applying, AND either
- 62 years of age or older, or
- a veteran of the uniformed services
Visit the Town Clerk's Office to fill out, or turn in, the Application Form, pay the $2.00 fee and receive your Green Mountain Passport card.
Hartland Town Clerk's Office fees will be as follows:
Document Recording: $15 per page
Property Transfer Tax Return: $15 per document
Survey Plat Recording (MyLar): $25 per sheet
Certified Copies of Records: $10 per page
Recorded Doc. Copies: $1 per page
Vault Time: $4 per hour
Land records are available for public research and are accessible in-person and online.
In-person records access:
- Records are available for viewing during office hours Monday-Friday 8-4pm
- At this time, we are open to 2 people at a time
- Appointments are requested for records searches
- Beyond the first 30 minutes, a charge of $4.00 per hour will be assessed
- Copies of recorded documents are available for $1.00 per page (this includes electronic copies such as emails, photographs, or scans)

- Currently our online records go back to Book 76 2/4/1988, anything prior to that will need to be researched in-person
- Online records are accessible at Hartland VT RecordHub
- Please review the instructions for creating an account via the link at the bottom of this page

Document requests via email:
- Before requesting documents via email, we encourage you to schedule an appointment to visit us in person.
- Documents sent via email will be assessed a fee of $1 per recorded document
- We will not email documents until we have received payment

Liquor Licenses
The State of Vermont controls the sale and distribution of beverage alcohol within their borders. They are responsible for training and licensing all establishments that sell or serve alcohol including beer and wine.
You must apply for a liquor license through the Town Clerk's Office if you are any of the following within the Town of Hartland:
~ restaurants, bars, clubs, hotels,
~ stores that sell beer, wine, or tobacco
~ manufacturers of spirits
~ wholesalers or distributors of spirits
~ any event where alcohol will be sold/served

Marriage Licenses
Marriage & Civil Union Licenses are available at the Town Clerk's Office. The state fee is $80.00. Each certified copy is available for $10.00.

Motor Vehicle Renewals
Our office can process your Vermont Motor Vehicle Renewals. We can only process renewals that have expired within the last two months. You must have your renewal slip from the State. Please bring a check or money order payable to the Vermont DMV for the renewal fee. In addition to the renewal fee, the Town Clerk's Office charges $3.00 for motor vehicle renewals. This fee cannot be charged.
Notary Services
Notary services are available for free for Hartland residents. Please bring proof of identity and do not sign documents before you arrive.
To legally post property in Hartland against hunting and fishing a form must be filed with the Town Clerk and sent to the Vermont Department of Fish and Wildlife. The filing fee is $5.00. Come to or contact the Town Clerk's Office for the form. To view the current list of posted land click here.
People wishing to use the signboard can come into the office to fill out a form, or email the Town Clerk for the signboard form (also accessible at the bottom of this page) hartlandtownclerk@hartlandvt.org.
Damon Hall Staff will provide poster board, please bring your sign into our offices. Damon Hall Staff will put up and remove the sign, which can be picked up after the sign is removed.

Vital Records
Certified copies of Birth and Death records can be provided by any Clerk's Office as long as the person was born or passed away in Vermont. The requester(s) must complete the Application for Certified Copy of Vermont Birth or Death Certificate and either submit it to a Town Clerk or to the Vermont Department of Health.
Voter Registration
Hartland residents who will be 18 before the next election can register at the Town Clerk's Office in Damon Hall. Alternatively, you can use Vermont's Online Voter Registration website here, where you can also check your voter status.
Photocopies are 0.25 cents per page.
Faxes are $4.00 for the first page and $1.00 for subsequent pages.
